Dan McAllister - President

Dan McAllister was elected to the Office of the Treasurer-Tax Collector by the general public in November 2002 and took office in December 2002. He occupies the first seat on the Retirement Board and will hold this position on the Board of Retirement as long as he remains in office. Prior to his election, McAllister was a financial consultant and investment broker with a major national brokerage firm.

Gabe Rodrigues - Vice President

Gabe Rodrigues is a Deputy Sheriff with the Contra Costa County Office of the Sheriff. Gabe spent over two decades in the Food and Drug Industry prior to entering Law Enforcement. His titles included Financial Analyst, Database Analyst, Marketing Manager, and Account Executive. He spent the majority of this part of his career with two Fortune 500 companies before moving to a start-up company, ending his career as the Director of Sales for an international food manufacturing company. At the age of 48, Gabe followed his lifelong dream of becoming a Peace Officer. His work in Law Enforcement provides him with the satisfaction of helping the community that he is sworn to protect.

Gabe is the son of immigrant parents from Portugal who taught him to appreciate all America has to offer, but to never take our freedoms and rights for granted. Gabe chose to become a Retirement Board Trustee, allowing him the opportunity to use his business experience to protect and grow the assets of the pension plan that his fellow Contra Costa County employees depend on for their retirement.

Gabe earned his Bachelor of Arts in Management from Saint Mary’s College at Moraga, California and his MBA in Marketing Management from California State University, Hayward.

Art Goulet - Secretary

Art has been the Retiree Member Trustee of the Ventura County Employees’ Retirement Association since 2005.   He is also the Immediate Past President of the Retired Employees Association of Ventura County (REAVC), after serving in that position for more than 10 years.  He also serves as the Legislative Chair for the California Retired County Employees Association (CRCEA) and is SACRS Secretary, as well as a member of the SACRS Legislative and Audit Committees.

He has Bachelor of Civil Engineering and Master of Public Administration Degrees, and lengthy public service at the state, city, and county levels.  He retired from the position of Director of the Public Works Agency of Ventura County in 2000, after 22 ½ years.





Larry Walker - Treasurer

Larry Walker serves as Alternate Ex-Officio Representative on the SBCERA Board of Trustees, by appointment of Oscar Valdez, the San Bernardino County Auditor-Controller/Treasurer/Tax Collector. He has been on the board since 2010, having previously served as Ex-Officio Representative. He has twice served as Managing Trustee during vacancies in the CEO position.

Larry also serves as Treasurer of SACRS and member of the Board of Directors, having been elected in May, 2016.  He has been on the Legislative Committee since 2015.

Walker recently retired from San Bernardino County, having served as an elected county leader from 1986 to 2016. During that time, he served as County Supervisor, Chair of the Board of Supervisors, Auditor-Controller, Recorder, County Clerk, Treasurer, Tax Collector, and Director of Central Collections. He had previously served as elected Mayor of Chino from 1980 to 1986, and as a City Council member from 1978 to 1980.

Mr. Walker served as a founding member and Chair of the Board of Directors of the Southern California Regional Rail Authority (Metrolink), the Southern California Agricultural Land Foundation, and the California Electronic Recording Transactions Network Authority (CERTNA). He was President of the State Association of County Auditors (SACA), and of the County Recorders’ Association of California (CRAC). He was also a member and President of the boards of both Omnitrans (the local transit agency) and San Bernardino Associated Governments (SANBAG-the County Transportation Commission).

Larry Walker is a graduate of UC Irvine, and of the UCLA School of Law. He also completed a course of study in accounting at CSU San Bernardino, and passed the CPA (Certified Public Accountant) exam. Mr. Walker is both an accountant and an attorney, with professional experience in real estate transactions and litigation. He is a former licensed real estate broker.  Larry and his wife Carri live on their ranch in Chino. They have three adult sons – Lawrence, William, and Tyler.



Yves Chery - Immediate Past President

Yves Chery is a Los Angeles County Deputy Probation. He serves as a Deputy Probation Officer II in the Residential Treatment Bureau. Additionally, he has extensive experience advocating for working families as a labor leader.

Recently, Yves was appointed vice chair of LACERA’s Operations and Oversight Committee. Yves is a strong supporter of LACERA’s Outreach Programs and was instrumental in equipping Outreach Specialists at County worksite counseling seminars with LACERA’s retirement calculators.

As a member of the LACERA Board of Retirement, he has completed certificate courses at Wharton and Hass School of Business. Yves holds a Bachelor of Arts Degree from California State University, Northridge (CSUN), Master of Fine Art from CalArts, and a Juris Doctorate Degree from Southern California Institute of Law.


Mike Keough - Affiliate Chair

Mike is a Managing Director at Deutsche Asset Management and heads their client-facing activities in the Western US.  He has 26 years of industry experience and has been with Deutsche since 2015. Prior to joining, Michael held various positions in institutional sales and client service in the asset management industry, including Siguler Guff, Goldman Sachs and INVESCO. He holds a Bachelor of Science in Business from Lehigh University.
